1. Continuation of economic reforms - The country is half way through transition on the way to a full fledged market economy (which corresponds to a similar process of accession to the EU)

- Social costs of transition and high unemployment (underemployment) are striking concerns

- Public support for transition has persistently weakened since 2001

The second stage of transition - Update of the program of structural reforms

- Social dialogue and safety net for those affected by transition

- Three-year social contract between the government and trade unions

2. National issue - Serbs are currently living in different states while minorities have their homelands in neighboring countries

- Poor relationship between Serbian Diaspora and homeland

- Policy of democratic integration of minorities is threatened by the policy of secession

- Notwithstanding ethnic origin, everybody is afraid to lose identity within the globalization process

- Serbs and all ethnic minorities living in unified state with no internal borders - Reunification of Serbs and ethnic minorities through EU accession

- Action plan for cooperation between homeland and Diaspora

- Constitutional guarantees for minority rights and freedoms (no discrimination)

- Territorial autonomy and decentralization of state (asymmetrical status of provinces and regional self-governance on own matters i.e. police matters, health, education and social security)

3. Country's international position - Good reputation has worsened since 2000

- UNSC warned authorities to comply with their international obligations relating to full cooperation with ICTY

- Regaining international prestige - Strict implementation of the Law on cooperation with ICTY

- Improving domestic judiciary to qualify for processing any additional war crime cases

4. Relations with Montenegro - Union of two independent states existing in reality (with separate legal and market systems), with no international recognition

Complex representation in IFIs

- Attaining a functional state - Fixing the deadline for harmonization of internal markets

- Protection of the national interests of Serbia in case of a failure of harmonization (new constitution should enable full independence and separate accession to EU and WTO)

5. Kosovo and Metohija - Deficient protection for Serb minorities

UNSC Resolution 1244 is not properly implemented

- Process of full independence is underway with assistance of UNMIK

- Protection for Serbian population - Initiation of a dialogue between official Belgrade and Priština

- Achieving self-governance of northern Kosovo along the rules set by the Council of Europe

- Achieving specific protection for Serbian monasteries

6. Accession to EU - Feasibility study is postponed

- SA process has come to a standstill

- Accession timetable:

- Feasibility study in II quarter of 2003

- Achieving credible action plan for market harmonization

- Applying for a separate SA tracking mechanism in case the plan is late or not implemented

7. Constitution - The constitution in force is an obstacle for breaking with the past

- New constitution should be amended or adjusted to provisions of the Constitutional Charter

- Constitution in accordance with EU standards and values - Forming a respected commission to draft the constitution

- Passing the constitution in parliament in July 2003

- Parallel holding of a referendum on popular acceptance of constitution and parliamentary elections in autumn 2003

8. Balance of power - Shattered balance of power between legislative, judiciary and executive authority

- Executive authority has drifted to the office of Prime Minister

- Failure to elect President is an indicator of political crisis
